Character references are a substantive part of the new federal restoration process because DOJ uses them when evaluating record, reputation and public-safety risk.
Three references are required
The applicant provides each reference’s name, email address and relationship. DOJ excludes blood and marriage relatives and requires at least three years of familiarity.
References make sworn statements
DOJ says references affirm information about recent conduct, substance use, reputation, threats or violence, judgment and whether firearm possession would pose a danger.
Confirm willingness before filing
DOJ recommends confirming that selected references are willing and able to complete the federal form after receiving the email link and PIN.
Monitor the status page
DOJ warns applicants may not receive an email when a reference fails to submit the form, so the applicant should monitor the portal.
